Tracy was last seen leaving Hoffman Homes, a children's home, on July 8, 1975.
She had run away from the facility twice before, but returned shortly thereafter both times.
While at Hoffman Homes, Tracy had been writing letters to her family, and those letters had been described as those of a normal teenager with no animosity toward her family. She often apologized for not writing them more.
Police suspect foul play because of the circumstances involved.
