- Approximate Height and Weight: 5'8"; 163 lbs.
- Distinguishing Characteristics: Black, straight, medium length hair; brown eyes. He had a very thin moustache. Not circumcised. He may have spoken a foreign (non-English) language.
- Distinguishing Marks: Small linear old scar (possible suture marks)at the hairline in the right frontal scalp region extending slightly to the forehead; small linear scar on the left cheek; old scars on the upper right chest, on the right arm (ant/lat), and on the right leg just below the knee; on the back of the left wrist and hand, and faint old linear scars in the lower back regions.
- Clothing: Blue denim jeans, belt, black shoes, gray socks, white underwear, green T-shirt, and a black cap.

The victim was struck by a vehicle in the 13000 block of Philips Highway in Jacksonville, Florida on December 8, 1990. He was seen hitchhiking by Jax Sheriff's officer earlier same date. He was believed to speak only a foreign language.
