The victim was located at 800 Water Street at Lee Street in Jacksonville, Florida on October 19, 2003.
Her body was discovered under the Park Street viaduct, near the Federal Reserve Bank building. Police believe she was the victim of a hit and run, and died as a result of those injuries.
She is believed to have been a transient in the area and was recognized at several local shelters, yet no one recalled her name.
